New regulations in Dover will limit hosts like yourself when it comes to operating your vacation rental business. In a previous ordinance, the City defined short-term rentals as rentals of 30 days or less, however, the new ordinance only allows you to rent your home for a total of 30 days in a calendar year.

Some of the new short-term rental regulations include:

  • Owners must have a short-term rental license
  • Owners must be permanent residents of Dover and live in the home when they are not renting it out.
  • The number of guests should never exceed double the amount of rooms (For example,  a three-bedroom house has a maximum of six people).
  • Owners cannot rent their home for more than 30 total days in a calendar year.

Is your short-term rental also your primary residence?

Many cities, like Dover, only allow you to run your short-term rental out of your primary home. In many ways they hope this restriction will keep apartment buildings from being turned into de facto hotels. The same concern applies to the housing market as a whole; the city wants to keep out-of-towners from purchasing properties for short-term rental only, which might reduce available housing for families looking to move to the area.

From an insurance perspective, if your short-term rental is also your primary residence, you need to make sure you have correct insurance coverage. A traditional homeowners policy provides you with personal liability, however, it doesn’t provide sufficient coverage for your business activity (i.e. your short-term rental). You also need commercial general liability.

The good news is, with Proper’s policy you can have both! Proper offers personal liability and commercial general liability when your short-term vacation rental is also your primary residence. With $1M/$2M commercial general liability and the additional $1M personal liability, you’ll have the perfect coverage for your personal use and the unique risks of operating a short-term vacation rental. Proper’s policy meets and exceeds local city requirements and provides the best coverage possible for your Airbnb or Vrbo.
